Let’s consider: One of the common types of vehicle conversion is the installation of equipment for the engine supply with gaseous fuel (compressed natural gas - CNG, liquefied petroleum gas - LPG).
CU technical regulations TR CU 018/2011
"On the safety of wheeled vehicles" established mandatory requirements for this type of conversion, (p.8, appendix № 9):
8.1. ONLY AUTOGAS EQUIPMENT CAN BE INSTALLED ON VEHICLES THAT HAVE BEEN TYPE CERTIFIED ACCORDING TO UNECE REGULATIONS №115 FOR CORRESPONDING FAMILY OF VEHICLES.
... "Specific LPG retrofit system of an approved type may consist of several components as classified and approved in accordance with Regulation № 67, and special manual with instructions of how to install systems for vehicles.
Specific CNG retrofit system of an approved type may consist of several components as classified and approved in accordance with Regulation № 110, and special manual with instructions of how to install systems for vehicles."
"Specific LPG or LNG retrofit system of approved type" means systems, which do not differ in following characteristics, including:
• the manufacturer of the retrofit system (responsible for the application of the provisions on the approval of the retrofit system);
• Type of pressure regulator / evaporator of one and the same manufacturer;
• gas fueling system type of one and the same manufacturer (ie induction mixer, injector device, vapor or liquid, single or multi-point injection system ...);
• Types of sensors and actuators of the same manufacturer;
• the type of safety devices of the same manufacturer as it is required in relevant cases on the basis of Regulation № 67, that includes amendments of 01 series, or Regulation № 110 (ie protection valve...);
• fuel container type from the same manufacturer;
• type of fuel container accessories of the same manufacturer;
• fuel container fitting devices;
• type of ECU (Electronic Control Unit) of the same manufacturer;
• basic software principles and system concept;
• installation guide;
• manual for the consumer. "... (UNECE Regulations №115)
Installation of autogas equipment shall not lead to lowering of emission class of the vehicle.
8.2. PLACEMENT AND INSTALLATION OF EQUIPMENT TO SUPPLY THE ENGINE WITH GASEOUS FUEL SHALL BE IN ACCORDANCE WITH UNECE №№ 36, 52, 66 AND 115.
8.3. STATIC LATERAL STABILITY OF VEHICLES OF CATEGORIES M2 AND M3 MUST BE PROVIDED UNDER REQUIREMENTS OF SUBPARAGRAPH 4.2 OF ANNEX № 3 TO THESE TECHNICAL REGULATIONS IN THE EVENT OF INSTALLATION GAS TANKS ON THE ROOF WHEREIN IT IS ALLOWED TO INCREASE THE OVERALL HEIGHT OF THE VEHICLE.
8.4. FOREPERSON TO PERFORM THE ENGINEERING DESIGN CHANGE OF THE VEHICLE MUST SUBMIT:
• copies of certificates of conformity certified by the manufacturer or the supplier or seller:
• for individual items of equipment - according to the UNECE Regulations №№ 67 or 110;
• type of autogas system as a whole for the corresponding family of vehicles - UNECE Regulation № 115;

• Declaration of the manufacturer's works in engineering design change of the vehicle, which contains the information:
• on the implementation of work in accordance with established rules,
• checking the tightness and pressure testing the system power supply,
• about carrying out periodic testing of equipment for the motor supply gaseous fuels
• about the compliance of the maximum permissible carbon monoxide (CO) in the exhaust gases of the vehicle to requirements of Annex № 8 to the present technical regulations. Annex number 8 section 9.
Requirements for engine and its systems
9.1. Requirements regarding emissions
9.1.1. Carbon monoxide (CO) in the exhaust gases of vehicles with petrol and gas engines idling at a minimum and increased rotation rate of a crank shaft of an engine should not exceed the value specified by the manufacturer in order to assess the type of vehicle before its release into the stream of commerce and in the absence of such data should not exceed the values specified in Table 9.1.
